Seminario: “Aviation, Tourism and Climate Change – The role of Airports in mitigating Greenhouse Gas Emissions”

🔍 Abstract: Most tourism does not require aviation, but aviation is very important for long haul tourism. Parts of the carbon footprint of tourism has relative low abatement costs and are in principle easy to decarbonize, but this is not the case with aviation-based tourism. While existing technology can easily electrify hotels electric aircrafts are today only tested for short haul flights. The attempts to reduce of greenhouse gas (GHG) emissions of airlines have so far largely failed on a global scale. The EU-Emission Trading System prices only inner EU traffic. CORSIA is regarded as ineffective. Hence, the policy discussion of mitigating climate change has turned towards airports, The lecture analyses how airports can directly and indirectly reduce emissions. It differentiates between non-aeronautical emissions, aeronautical emissions, and emission from access. In addition, airports are regarded as a node by policy to reduce emissions. While a reduction of non-aeronautical emissions is straightforward and also done by many airports, the reduction in aeronautical emissions can only be achieved indirectly. In the short run, with busy airports, differentiated charges might only lead to reduced emissions in the US, as the slot systems ration demand fairly well. In the long run new capacity must be assessed by Cost Benefit Analysis with pricing of local and global environmental externalities. Emissions from access are part of an overall strategy of airports to reduce total travel times. This can lead to welfare gains only if carbon and local externalities are priced.

👤 Información relevante del ponente: Dr Hans-Martin Niemeier is Professor of Transport Economics and Director of the Institute for Transport and Development at Bremen University of Applied Sciences. He is Honorary Chairman for Life of the German Aviation Research Society (GARS), a managing member of the Advisory Board of the European Aviation Conference (EAC), and Chair of the COST Action “Air Transport and Regional Development” (ATARD). He has led major research projects including German Airport Performance, German Aviation Benchmarking, and studies such as Airport Benchmarking by Economic Regulators, Market Power of Amsterdam Airport (for the Netherlands Competition Authority), and a comparative benchmarking study for the Norwegian Ministry of Transport and Communication. From 2014 to May 2019, he served as a member of the Performance Review Body of the Single European Sky. His research and publications focus on the privatisation, regulation, and competition of airports, slot allocation reform, and airline–airport alliances.
